Why Study Mandarin in China - Chinas Potential - Education - Languages

There is a great deal of talk at the moment about what China is becoming. With its advent on the world stage as a global powerhouse of economic change, the balance of cultural power will also eventually be recalibrated. As China overtakes Japan as the worlds second largest economy it is a good time to take stock of what this will mean for the future of Chinese language studies.So it finally happened: China is now the second largest economy in the world. For an economics geek and China fetishist like me, this is the most interesting news that I have heard for a long time.What will this mean for students? What will it mean for businesses? There is no doubt that the greatest paradigm shift of our time will be China's ascension as a global super power - but being number two, in Chinas case, is not as impressive as it sounds. After all, the Chinese are four times as populous as the heavy weight champion of the league - the US. What is impressive is Chinas potential. With an ann ualized growth rate of 10%, China doubles its output every eight years. How long this will continue is a matter of complicated debate, mainly focused on the degree that the rate of productivity gains can offset increasing wages. In other words - it depends on how long China will remain the "Factory of The World" and if its export led growth can continue. However, this debate is only regarding the time that it will take: China will eventually, and historically speaking, very soon, surpass the US in absolute terms even if its growth rates fall to less divine levels. When China's average income becomes a fourth of that of US citizens, Beijing would be on par with Washington. This will happened within 20 years. When China's average income is half, it will be more than twice as large. This will happen within our lifetime. When the same, it will dwarf the US economy, which will then be less than a fourth of Chinas. These figures, which are mind-blowing, describes a phenomenon that will change the world. I wrote that this ascension would be the greatest paradigm shift of our time. I stand by that. Right now the English language rule be because the English speaking world rules. Gordon Brown recently stated that soon there would be more people speaking English in China than in the West. There are 300 million Chinese studying English. The demand for Chinese people speaking English will be filled in 15 to 20 years. Western students don't care about Chinese, if seen in this context: around 1 million people are studying Chinese as a second language globally; about half of them take this vocation serious enough to reach fluency. When the wave starts to turn, which it will within 15 years, and every large company will need a major contact point in China, just as literally every company has one in the US and Europe today, those westerners that can stand with one foot in the east and one foot in the west will be those that capitalize on the changes. So: Why Stu dy Chinese? The main bulk of the benefit does not lie in what China is today, but in what it will become in a very near future. Furthermore, the language component here is just a small piece of the puzzle. There is an enormous cultural divide between Chinese and Western ideas when it comes to everything: life, family, contracts, work ethic etc. If we look at the reality of the situation, knowing Chinese will not be enough. Because although trade is international, business is local: right now most business, just as with English, is done on Western terms, but this has already started changing. There will first be a long period of equality between these opposing world views, where a serious understanding of both vantage point will be essential, and perhaps, on a distant horizon, a Chinese advantage. As cash is king, and China gets rich, to understand the Chinese mind will be as important as understanding the product you represent. So: Why Study Chinese (in China)? Not only is i t much easier to study Chinese in China than studying it else where, but the added kicker of cultural insight will be a defining character of many new top jobs that will emerge as China starts sharing the crown of economic might with its last rival for the heavy weight title, the US.

Many say that it is unfair for the RIAA to choose certain individuals to sue out of millions, but the RIAA dismisses the charge that the suits are unfair comparing them to those who get targeted for speeding tickets. The RIAA hopes their campaign will force people to respect the copyrights of music labels and eventually minimize the number of illegal downloads that happen every day. Chart inclusion United States Legal music downloads were first compiled by Billboard in 2003, but they did not gain mainstream acceptance in the United States until around February 2005, when digital sales for singles started to be included in the Billboard Hot 100 and other Billboard charts. In the year before, the Hot 100 chart was similar to the Hot 100 Airplay chart, because only minor CD-single sales affected the chart. The inclusion of digital singles has immensely helped many songs chart and peak higher, in some cases in the absence of a radio release. Single certifications were introduced in February 2005. Songs that sell a certain number of copies are often certified by the RIAA with the permission of the artist and the record company. A History of the Honda Civic and Honda Accord engine 2001-Present - Autos - Used Vehicles

The Honda Civic engine and the Honda Accord have been pillars of the Honda lineup for the past three decades. There is a good reason for this record; both sedans are well-built, competent vehicles that have a loyal following. Both sedans are perennially at or near the top of the sales chart in their respective classes. The Honda Civic is a subcompact, and throughout its history has featured a range of economical four cylinder engines. The Honda Accord started out as a subcompact, but over the years has grown into a mid-sized sedan. As it has grown larger, it has added a six cylinder option to go with the standard four cylinder engine.

The Honda Civic was introduced in the United States in 1972 as a two door coupe. The vehicle featured a 1.2 liter four cylinder engine and front wheel drive. Over the years, the Honda Civic engine increased in size along with the size of the vehicle. The hallmark of the Honda Civic engine over the years has been its outstanding fuel economy. The engine size had increased to a displacement of 2.0 liters by 2001, increasing the power output available in the Civic while still garnering excellent fuel economy numbers. Beginning in that year, Honda introduced its VTEC system in the Honda Civic engine range. The VTEC system allows for improved fuel atomization, and thus more power and fuel efficiency, by opening one intake valve slightly at low RPM to creat a swirl effect in the fuel combustion chamber. The Honda Civic engine found in the current generation Honda Civic is a 1.8 liter unit that produces 140 horsepower at 6300 revolutions per minute, while returning fuel economy r atings of 26 miles per gallon in city driving and 34 miles per gallon on the highway. In addition to the aforementioned VTEC system, the Honda Civic engine features multi fuel induction and a single overhead cam engine design.

The Honda Accord came to the United States in 1976, and was originally as a compact hatchback. Like the Civic, the Accord's size has increased substantially over the years. The Accord is currently classified by the U.S. Environmental Protection Agency as a mid-sized vehicle. The current generation of the Honda Accord offers a four cylinder and six cylinder engine option. In four cylinder guise, the Honda Accord engine is a 2.4 liter unit equipped with Honda's VTEC system. The engine is able to make 177 horsepower at 6500 revolutions per minute, and pulls 161 pound-feet of torque at 4300 revolutions per minute. The Honda Accord engine features a mult fuel induction system, and runs on unleaded gasoline. The dual overhead cam design has four valves per cylinder, and an aluminum block. The six cylinder available as a Honda Accord engine option is a 3.5 liter unit also featuring the VTEC sytem.

New Standard

There has been difficulty switching from the Generally Accepted Accounting Principles (GAAP) to the International Financial Reporting Standards (IFRS). The idea is to improve both standards and then make them fully compatible. The effort of improvement and compatibility is primarily orchestrated by the Financial Accounting Standards Board (FASB) and the International Accounting Standards Board (IASB). These two organizations began collaborating toward convergence in 2002. However, the idea to converge US GAAP with IFRS began in 1988 when the Security and Exchange Commission (SEC) first introduced the idea to establish a unified accounting standard. In addition, the AICPA is fully supportive by lending help with financial reporting topics and by willing to help CPAs with the transition from one standard to another. For the most part the two standards are changing to become more similar; however, they do consist of some differences.

To begin, for there to be struggles to converge, there needs to be reasons to consider convergence. One such reason is that a single set of standards is important for economic growth. As determined by 143 leaders in 91 countries, 90% believe a single set of international standards is essential for economic growth. The use of one standard will inevitably decrease compliance costs and reduce inefficiencies associated with using different accounting requirements. The costs of preparing multiple financial statements can also be easily avoided if unified accounting standards are set in motion. Not only reducing the costs, but comparing financial results among different countries will be made a lot easier. Additionally, the single set of standards will enable financial professionals to become more mobile. By mobile it simply means financial professionals will have the ability to assist companies around the world in a more timely fashion by having the capability of knowing the ru les and standards. The importance of having a common standard for financial reporting has increased along with the business world becoming more global.

But before one can decipher the differences and similarities between US GAAP and IFRS, we must first define IFRS and the benefits of using such a standard. IFRS is the International Financial Reporting Standards that is currently determined by the International Accounting Standards Board (IASB), effective April 2001. These set of standards were first enacted for smaller countries that did not have the funds to establish their own accounting standards. Furthermore, there are a number of countries that allow the use of IFRS and that number continues to increase. There are currently over 120 nations that allow or require the use of IFRS. The main benefit of using IFRS is that it will make it easier for companies to compare financial results by using one "accounting language." The value of this one language is great for companies that have subsidiaries around the world or even those competing with companies around the world.

On the other hand, we have the Generally Accepted Accounting Principles which were developed over the past 60 years and are considered to be the "gold standard of reporting". The standards were originally 51 accounting research bulletins formed by the Committee on Accounting Procedure (CAP). These financial reporting standards are now set by the Financial Accounting Standards Board (FASB), as determined by the American Institute of Certified Public Accountants (AICPA). The Accounting Standards Codification (ASC) then combined the research bulletins, the Accounting Principles Board (APB) opinions, statements, and other SEC rules to form the current single source of US GAAP. The principals are so in depth that there are over 2,000 documents containing all of the information. US GAAP consists of groups such as the Financial Accounting Standards Board (FASB), the Accounting Principle's Board (APB), Accounting Standards Executive Committee (AcSEC), as well as many other account ing principles.

There are several differences in the two standards and one such difference is that the International Financial Reporting Standards allows a single-step method, instead of the two-step write-down method currently instituted by the US Generally Accepted Accounting Principles. This change would make write offs easier and as a result make the occurrence of write-downs more frequent. This would ultimately lower the taxes paid by a company due to more impairments being written off.

In addition, there are the cash taxes, which could alternate how companies conduct transactions. In the past, the United States has accepted three separate methods for recording inventory, FIFO, LIFO and weighted average, but this is no longer the case. IFRS does not allow the use of Last In First Out (LIFO) method as an inventory costing method and would then have to cost items at actual cost. LIFO, or Last In First Out, was a way of recording inventory where a company would use the most recently purchased items as the first sold. This method was used as tax deferral because the company could sell newly purchased units that were bought at a higher price first, thus claiming less income and tax on the sale. This change could have a negative impact on companies when tax season comes around. The requirement is switching over, but it will take several years.

Furthermore, after stating the two standards, reasons for convergence, and the differences among the two standards, we have the concerns associated with the convergence. One concern with conversion would be the educational aspect. Most accountants are trained for US GAAP, not IFRS; consequently, education will need to be updated and furthered. Some steps would be to require training in firms and updating textbooks in high schools and colleges. In addition, the CPA exam would also need to be re-designed to include new sections and alter some of the current ones that exist. Countries are also concerned that they may never reach compliance fully. Some standards may not be in a company's best interest in another nation; however, with compliance companies would no longer be able to selectively modify standards. Not only that, but the IFRS is less detailed and is industry-specific guided; therefore, countries question whether or not IFRS is sufficiently developed to use as a cor e system of reporting. As a result, all the work required for the change and the concerns are the reasons why enacting the single set of standards keeps being pushed off until future years. The Securities and Exchange Commission (SEC) needs to be assured that incorporating IFRS as the financial reporting system is the right decision.

In conclusion, the Convergence to the IFRS is an in depth process; however, it has developed a tremendous amount since 2001 when the convergence first began. There are a few key differences and concerns that are being worked out by the IASB and the ways to fix them are still being determined through projects and research. However, when the convergence is finally completed it will institute a single set of accounting standards worldwide and international companies will find it easier to conduct business. As a result, countries are looking forward to 2015, which is the forecasted year to start requirement for reporting under the new system. By 2012, it is also predicted that Mexico, Canada, India, and Japan will be converted to IFRS. However we don't have to wait until future years for Australia, New Zealand, and Israel to converge because they have already essentially adopted IFRS as their national standards. In concluding, we look forward to the day where CPAs from differe nt countries can talk the same "accounting language" and be able to easily compare financial results on the basis that they depict the same reporting standards.

- Official unemployment rate stuck at around 9% and 14 million Americans.

- A total unemployment and underemployment rate that is much higher, placing the national labor participation rate at its lowest rate since 1983.

- National debt approaching a catastrophic $15 TRILLION.

- Consumer confidence near an all time low.

- Housing industry near an all time low.

- Millions of home foreclosures across the country.

- High gasoline prices and rising food prices.

- Trade deficits in the hundreds of billions of dollars a year.

- A huge and expensive government infrastructure (i.e. Treasury Department, Federal Reserve Board, SEC, FHA, FDIC, Fannie Mae, Freddie Mac, HUD, Senate banking and housing committees, House Of Representatives banking and housing committees, etc.) that completely failed to see and act to prevent the Great Recession.

- A massive economic stimulus program that was a massive failure.An atrocious health care reform law that will not reform our health care processes in a positive manner but which is contributing mightily to the lack of job growth throughout the country.Hardly a good report card on the political class economic performance. - International Monetary Fund Managing Director Christine Lagarde recently warned of the risk of a "lost decade" for the global economy unless nations act together to counter threats to growth: "In our increasingly interconnected world, no country or region can go it alone. There are dark clouds gathering in the global economy."

- Sen. Charles Grassley stated in a recent interview that the United States faces a fiscal Armageddon because of the mammoth and growing national debt.

- Harvard economic historian Niall Ferguson recently stated at a lecture at the Manhattan Institute's Wriston Lecture: "What has been characteristic of this administration is that it has never attempted to arrive at anything resembling a credible plan to restore the finances of this country to balance. The last time the Congressional Budget Office tried to project fiscal policy on the basis of current policy, what it showed was that the United States would never again this century run a balanced budget, that it would run a deficit every year until the projections peter out in the 2080s."

- According to November 9, 2011 Reuters report, the credit rating agency Moody's recently announced: "Moody's currently has a negative outlook on the United States, which means it could be the second rating agency to strip the country from its triple-A rating after Standard & Poor's."

- USAToday reported on November 10, 2011- "The housing market will need at least eight years to rid itself of the 2.1 million homes either in foreclosure or carrying seriously delinquent loans." In the same article, USAToday reported that average housing prices in October, 2011 were more than 4% less than in October, 2010, indicating further stress in the housing market.

- The United States must reduce taxes and cut government spending in spur an economic recovery, McDonald's chief executive Jim Skinner told Sky News in a television interview: "In order to create jobs in America, you're going to have to do something with the tax. You have to cut taxes . . . particularly in the business community. We pay some of the highest [corporate] taxes around the world. There needs to be some leveling."

- When asked about Federal spending, Skinner went on to tell Sky News: "It's not a good story, that's for sure. The government has to spend less."

- Former U.S. Senator Alan Simpson, one of the co-chairmen of Obama's deficit reduction commission recently stated on CNBC: "It's very simple. If you spend more than you earn, you lose your butt. The American people know the fiscal path that Washington is on is not sustainable. These deficits are like a cancer. They're going to destroy the country from within."

Mr. Simpson accurately describes what the title of this post is all about: most Americans know you cannot constantly spend more than you make, it erodes both your wealth, your credit rating, and your freedom. It seems that our politicians are the only ones that do not understand what America and the experts above do understand: economically, things are bad and getting worse.

How would ordinary Americans address the economic malaise? We get a good idea of what most of us would do from a recent opinion poll conducted across a cross section of Americans by Reason magazine (December, 2011 issue) and the Rupe organization:

- 57% of those polled believe that reducing government spending will "mostly help" the economy while only 20% or so say it will "mostly hurt" the economy.

- More than 77% support any reform that puts a spending cap on the Federal government that prevents it from spending more than it collects.69% (50% of the 69% "strongly favor") favor a Constitutional amendment requiring a balanced budget.

- This finding is line with a recent CNN/ORC poll which showed that between 60% and 75% support a balanced budget amendment, depending on how the question is asked.57% in the Reason-Rupe poll said that the government should focus mainly on government spending cuts to reduce the deficit with 37% who want to focus only on cutting spending with no increase in taxes.

- Only 23% wanted an equal emphasis on tax increases and spending cuts to reduce deficits.

- On a pessimistic note, 69% of those polled expect their taxes to go up in the next five years compared to only 6% who expect their taxes to go down. With the expectation of paying more in taxes, which would cause decrease household disposable income, it is not a surprise that American consumers are not spending as much, further depressing economic growth.

- On a further depressing note, of those that expect to pay more in taxes in the future, 62% believe that Congress and the political class will spend those increased taxes on new government programs, not reduce the debt of the nation or deficit spending.

- Despite what politicians say and fear, Americans are willing to accept cuts to entitlement programs as long as they get back the money they paid into the programs: 61% of those polled would accept cutbacks to current or future Social Security benefits and 59% would accept cuts to Medicare benefits, with the understanding they would at least get back what had been contributed to both programs in their names.

- Reforms of Social Security had support in the poll across all major political groups, supported by 65% of Republicans, 59% of Democrats, and 61% of Independents.

- A majority across sub-groups in the poll favored policies that would allow Americans to opt out of Social security (54%) and Medicare (56%). Thus, regular Americans are flexible and reasonable when it comes to attacking the insolvency problems facing Social Security and Medicare, a flexibility and sense of reality not present in our political class.

- As far as satisfaction with how the political class is handling the situation, and other issues, 48% of those surveyed would consider voting for a third party candidate who is economically conservative and socially liberal. Not a surprising finding since other valid opinion polls have recently shown Congressional approval ratings to be in the 10%-15% range.

- And the most depressing finding of all - 73% of those polled doubt that the Federal government, and the politicians that operate it, have the ability to solve our economic problems. This doubt is up from 52% in 2010 and way up from 41% of those surveyed in 2002.

Very depressing, not only do ordinary Americans have a better understanding of what needs to be done to fix the economy, we have less and less faith and confidence that those running the government know how to fix the problems or are willing to fix the problems. Or, as summarized in the Reason article that presented these findings, "most of those politicians are throwing up their hands (and hiding under their desks) when faced with the prospect of making hard decisions about entitlement reform." No guts, no courage, no leadership.

As with every other issue facing America today, the existing set of politicians make the idea of term limits more and more attractive and necessary. The citizens of this country, as proven in the Reason poll, understand what needs to be done to fix the economy of this country and how to keep our government and nation solvent. Our so-called leaders do not.

Thus, a Constitutional amendment is a necessary option, we need to dump out our political class on a regular basis, breaking the monopoly of do-nothing politicians that are entrenched in Washington. The alternative, do nothing, is a sure road to financial collapse and destruction of our democracy, just ask anyone (but a politician).

The Blessings of the Black Economy

Some call it the "unofficial" or "informal" economy, others call it the "grey economy" but the old name fits it best: the "black economy". In the USA "black" means "profitable, healthy" and this is what the black economy is. Macedonia should count its blessings for having had a black economy so strong and thriving to see it through the transition. If Macedonia had to rely only on its official economy it would have gone bankrupt long ago.

The black economy is made up of two constituent activities:

Legal activities that are not reported to the tax authorities and the income from which goes untaxed and unreported. For instance: it is not illegal to clean someone's house, to feed people or to drive them. It is, however, illegal to hide the income generated by these activities and not to pay tax on it. In most countries of the world, this is a criminal offence, punishable by years in prison.

Illegal activities which, needless to say, are also not reported to the state (and, therefore, not taxed).

These two types of activities together are thought to comprise between 15% (USA, Germany) to 60% (Russia) of the economic activity (as measured by the GDP), depending on the country. It would probably be an underestimate to say that 40% of the GDP in Macedonia is "black". This equals 1.2 billion USD per annum. The money generated by these activities is largely held in foreign exchange outside the banking system or smuggled abroad (even through the local banking system). Experience in other countries shows that circa 15% of the money "floats" in the recipient country and is used to finance consumption. This should translate to 1 billion free floating dollars in the hands of the 2 million citizens of Macedonia. Billions are transferred to the outside world (mostly to finance additional transactions, some of it to be saved in foreign banks away from the long hand of the state). A trickle of money comes back and is "laundered" through the opening of small legal businesses.

These are excellent news for Macedonia. It means that when the macro-economic, geopolitical and (especially) the micro-economic climates will change – billions of USD will flow back to Macedonia. People will bring their money back to open businesses, to support family members and just to consume it. It all depends on the mood and on the atmosphere and on how much these people feel that they can rely on the political stability and rational management. Such enormous flows of capital happened before: in Argentina after the Generals and their corrupt regime were ousted by civilians, in Israel when the peace process started and in Mexico following the signature of NAFTA, to mention but three cases. These reserves can be lured back and transform the economy.

But the black economy has many more important functions.

The black economy is a cash economy. It is liquid and fast. It increases the velocity of money. It injects much needed foreign exchange to the economy and inadvertently increases the effective money supply and the resulting money aggregates. In this sense, it defies the dictates of "we know better" institutions such as the IMF. It fosters economic activity and employs people. It encourages labour mobility and international trade. Black economy, in short, is very positive. With the exception of illegal activities, it does everything that the official economy does – and, usually, more efficiently.

So, what is morally wrong with the black economy? The answer, in brief: it is exploitative. Other parts of the economy, which are not hidden (though would have liked to be), are penalized for their visibility. They pay taxes. Workers in a factory owned by the state or in the government service cannot avoid paying taxes. The money that the state collects from them is invested, for instance, in infrastructure (roads, phones, electricity) or used to pay for public services (education, defence, policing). The operators of the black economy enjoy these services without paying for them, without bearing the costs and worse: while others bear the costs. These encourages them, in theory to use these resources less efficiently.

And all this might be true in a highly efficient, almost ideal market economy. The emphasis is on the word "market". Unfortunately, we all live in societies which are regulated by bureaucracies which are controlled (in theory, rarely in practice) by politicians. These elites have a tendency to misuse and to abuse resources and to allocate them in an inefficient manner. Even economic theory admits that any dollar left in the hands of the private sector is much more efficiently used than the same dollar in the hands of the most honest and well meaning and well planning civil servant. Governments all over the world distort economic decisions and misallocate scarce economic resources.

Thus, if the goals are to encourage employment and economic growth – the black economy should be welcomed. This is precisely what it does and, by definition, it does so more efficiently than the government. The less tax dollars a government has – the less damage it does. This is an opinion shares by most economists in the world today. Lower tax rates are an admission of this fact and a legalization of parts of the black economy.

The black economy is especially important in times of economic hardships. Countries in transition are a private case of emerging economies which are a private case of developing countries which used to be called (in less politically correct times) "Third World Countries". They suffer from all manner of acute economic illnesses. They lost their export markets, they are technologically backward, their unemployment skyrockets, their plant and machinery are dilapidated, their infrastructure decrepit and dysfunctional, they are lethally illiquid, they become immoral societies (obligations not honoured, crime flourishes), their trade deficits and budget deficits balloon and they are conditioned to be dependent on handouts and dictates from various international financial institutions and donor countries.

Read this list again: isn't the black economy a perfect solution until the dust settles?

It enhances exports (and competitiveness through imports), it encourages technology transfers, it employs people, it invests in legitimate businesses (or is practised by them), it adds to the wealth of the nation (black marketeers are big spenders, good consumers and build real estate), it injects liquidity to an otherwise dehydrated market. Mercifully, the black economy is out of the reach of zealous missionaries such as the IMF. It goes its own way, unnoticed, unreported, unbeknownst, untamed. It doesn't pay attention to money supply targets (it is much bigger than the official money supply figure), or to macroeconomic stability goals. It plods on: doing business and helping the country to survive the double scourges of transition and Western piousness and patronizing. As long as it is there, Macedonia has a real safety net. The government is advised to turn a blind eye to it for it is a blessing in disguise.

There is one sure medicine: eliminate the population and both unemployment and inflation will be eliminated. Without the black economy, the population of Macedonia would not have survived. This lesson must be remembered as the government prepares to crack down on the only sector of the economy which is still alive and kicking.

Operational Recommendations

The implementation of these recommendations and reforms should be obliged to be GRADUAL. The informal economy is an important pressure valve for the release of social pressures, it ameliorates the social costs inherent to the period of transition and it constitutes an important part of the private sector.

As we said in the body of our report, these are the reasons for the existence of an informal economy and they should be obliged to all be tackled:

High taxation level (in Macedonia, high payroll taxes)

Onerous labour market regulations

Red tape and bureaucracy (which often leads to corruption)

Complexity and unpredictability of the tax system

Reporting Requirements and Transparency

All banks should be obliged to report foreign exchange transactions of more than 10,000 DM (whether in one transaction or cumulatively by the same legal entity). The daily report should be submitted to the Central Bank. In extreme cases, the transactions should be investigated.

All the ZPP account numbers of all the firms in Macedonia should be publicly available through the Internet and in printed form.

Firms should be obliged by law to make a list of all their bank accounts available to the ZPP, to the courts and to plaintiffs in lawsuits.

All citizens should be obliged to file annual, personal tax returns (universal tax returns, like in the USA). This way, discrepancies between personal tax returns and other information can lead to investigations and discoveries of tax evasion and criminal activities.

All citizens should be obliged to file bi-annual declarations of personal wealth and assets (including real estate, vehicles, movables, inventory of business owned or controlled by the individual, financial assets, income from all sources, shares in companies, etc.)

All retail outlets and places of business should be required to install – over a period of 3 years – cash registers with "fiscal brains". These are cash registers with an embedded chip. The chips are built to save a trail (detailed list) of all the transactions in the place of business. Tax inspectors can pick the chip at random, download its contents to the tax computers and use it to issue tax assessments. The information thus gathered can also be crossed with and compared to information from other sources (see: "Databases and Information Gathering"). This can be done only after the full implementation of the recommendations in the section titled "Databases and Information Gathering". I do not regard it as an effective measure. While it increases business costs – it is not likely to prevent cash or otherwise unreported transactions.

All taxis should be equipped with taximeters, which include a printer. This should be a licencing condition.

Industrial norms (for instance, the amount of sugar needed to manufacture a weight unit of chocolate, or juice) should be revamped. Norms should NOT be determined according to statements provided by the factory - but by a panel of experts. Each norm should be signed by three people, of which at least one is an expert engineer or another expert in the relevant field. Thought should be dedicated to the possibility of employing independent laboratories to determine norms and supervise them.

Payments in wholesale markets should be done through a ZPP counter or branch in the wholesale market itself. Release of the goods and exiting the physical location of the wholesale market should be allowed only against presentation of a ZPP payment slip.

Reduction of Cash Transactions

Cash transactions are the lifeblood of the informal economy. Their reduction and minimization is absolutely essential in the effort to contain it. One way of doing it is by issuing ZPP payment (debit) cards to businesses, firm and professionals. Use of the payment cards should be mandatory in certain business-to-business transactions.

All exchange offices should be obliged to issue receipt for every cash transaction above 100 DM and to report to the Central Bank all transactions above 1000 DM. Suspicious transactions (for instance, transactions which exceed the financial wherewithal of the client involved) should be duly investigated.

The government can reduce payroll taxes if the salary is not paid in cash (for instance, by a transfer to the bank account of the employee). The difference between payroll taxes collected on cash salaries and lower payroll taxes collected on noncash salaries – should be recovered by imposing a levy on all cash withdrawals from banks. The banks can withhold the tax and transfer it to the state monthly.

Currently, checks issued to account-holders by banks are virtually guaranteed by the issuing banks. This transforms checks into a kind of cash and checks are used as cash in the economy. To prevent this situation, it is recommended that all checks will be payable to the beneficiary only. The account-holder will be obliged to furnish the bank with a monthly list of checks he or she issued and their details (to whom, date, etc.). Checks should be valid for 5 working days only.

An obligation can be imposed to oblige businesses to effect payments only through their accounts (from account to account) or using their debit cards. Cash withdrawals should be subject to a withholding tax deducted by the bank. The same withholding tax should be applied to credits given against cash balances or to savings houses (stedilnicas). Alternatively, stedilnicas should also be obliged to deduct, collect and transfer the cash withdrawal withholding tax.

In the extreme and if all other measures fail after a reasonable period of time, all foreign trade related payments should be conducted through the Central Bank. But this is really a highly irregular, emergency measure, which I do not recommend at this stage.

The interest paid on cash balances and savings accounts in the banks should be increased (starting with bank reserves and deposits in the central bank).

The issuance of checkbook should be made easy and convenient. Every branch should issue checkbooks. All the banks and the post office should respect and accept each other's checks.

A Real Time Gross Settlement System should be established to minimize float and facilitate interbank transfers.

Government Tenders

Firms competing for government tenders should be obliged to acquire a certificate from the tax authorities that they owe no back-taxes. Otherwise, they should be barred from bidding in government tenders and RFPs (Requests for Proposals).

Databases and Information Gathering

Estimating the informal economy should be a priority objective of the Bureau of Statistics, which should devote considerable resources to this effort. In doing so, the Bureau of Statistics should coordinate closely with a wide variety of relevant ministries and committees that oversee various sectors of the economy.

All registrars should be computerized: land, real estate, motor vehicles, share ownership, companies registration, tax filings, import and export related documentation (customs), VAT, permits and licences, records of flights abroad, ownership of mobile phones and so on. The tax authorities and the Public Revenue Office (PRO) should have unrestricted access to ALL the registers of all the registrars. Thus, they should be able to find tax evasion easily (ask for sources of wealth- how did you build this house and buy a new car if you are earning 500 DM monthly according to your tax return?)

The PRO should have complete access to the computers of the ZPP and to all its computerized and non-computerized records.

The computer system should constantly compare VAT records and records and statements related to other taxes in order to find discrepancies between them.

Gradually, submissions of financial statements, tax returns and wealth declarations should be computerized and done even on a monthly basis (for instance, VAT statements).

A system of informants and informant rewards should be established, including anonymous phone calls. Up to 10% of the intake or seizure value related to the information provided by the informant should go to the informant.

Law Enforcement

Tax inspectors and customs officials should receive police powers and much higher salaries (including a percentage of tax revenues). The salaries of all tax inspectors – regardless of their original place of employment – should be equalized (of course, taking into consideration tenure, education, rank, etc.).

Judges should be trained and educated in matters pertaining to the informal economy. Special courts for taxes, for instance, are a good idea (see recommendation below). Judges have to be trained in tax laws and the state tax authorities should provide BINDING opinions to entrepreneurs, businessmen and investors regarding the tax implications of their decisions and actions.

It is recommended to assign tax inspectors to the public prosecutors' office to work as teams on complex or big cases.

To establish an independent Financial and Tax Police with representatives from all relevant ministries but under the exclusive jurisdiction of the PRO. The remit of this Police should include all matters financial (including foreign exchange transactions, property and real estate transactions, payroll issues, etc.)

Hiring and firing procedures in all the branches of the tax administration should be simplified. The number of administrative posts should be reduced and the number of tax inspectors and field agents increased.

Tax arrears and especially the interest accruing thereof should be the first priority of the ZPP, before all other payments.

All manufacturers and sellers of food products (including soft drinks, sweetmeats and candy, meat products, snacks) should purchase a licence from the state and be subjected to periodic and rigorous inspections.

All contracts between firms should be registered in the courts and stamped to become valid. Contracts thus evidenced should be accompanied by the registration documents (registrar extract) of the contracting parties. Many "firms" doing business in Macedonia are not even legally registered.

Reforms and Amnesty

A special inter-ministerial committee with MINISTER-MEMBERS and headed by the PM should be established. Its roles: to reduce bureaucracy, to suggest appropriate new legislation and to investigate corruption.

Bureaucracy should be pared down drastically. The more permits, licences, tolls, fees and documents needed – the more corruption. Less power to state officials means less corruption. The One Stop Shop concept should be implemented everywhere.

A general amnesty should be declared. Citizens declaring their illegal wealth should be pardoned BY LAW and either not taxed or taxed at a low rate once and forever on the hitherto undeclared wealth.

The Tax Code

To impose a VAT system. VAT is one the best instruments against the informal economy because it tracks the production process throughout a chain of value added suppliers and manufacturers.

The Tax code needs to be simplified. Emphasis should be placed on VAT, consumption taxes, customs and excise taxes, fees and duties. To restore progressivity, the government should directly compensate the poor for the excess relative burden.

After revising the tax code in a major way, the government should declare a moratorium on any further changes for at least four years.

The self-employed and people whose main employment is directorship in companies should be given the choice between paying a fixed % of the market value of their assets (including financial assets) or income tax.

All property rental contracts should be registered with the courts. Lack of registration in the courts and payment of a stamp tax should render the contract invalid. The courts should be allowed to evidence and stamp a contract only after it carries the stamp of the Public Revenue Office (PRO). The PRO should register the contract and issue an immediate tax assessment. Contracts, which are for less than 75% of the market prices, should be subject to tax assessment at market prices. Market prices should be determined as the moving average of the last 100 rental contracts from the same region registered by the PRO.

Filing of tax returns – including for the self-employed – should be only with the PRO and not with any other body (such as the ZPP).

Legal Issues

The burden of proof in tax court cases should shift from the tax authorities to the person or firm assessed.

Special tax courts should be established within the existing courts. They should be staffed by specifically trained judges. Their decisions should be appealed to the Supreme Court. They should render their decisions within 180 days. All other juridical and appeal instances should be cancelled – except for an appeal instance within the PRO. Thus, the process of tax collection should be greatly simplified. A tax assessment should be issued by the tax authorities, appealed internally (within the PRO), taken to a tax court session (by a plaintiff) and, finally, appealed to the Supreme Court (in very rare cases).

The law should allow for greater fines, prison terms and for the speedier and longer closure of delinquent businesses.

Seizure and sale procedures should be specified in all the tax laws and not merely by way of reference to the Income Tax Law. Enforcement provisions should be incorporated in all the tax laws.

To amend the Law on Tax Administration, the Law on Personal Income Tax and the Law on Profits Tax as per the recommendations of the IRS experts (1997-9).

Customs and Duties

Ideally, the customs service should be put under foreign contract managers. If this is politically too sensitive, the customs personnel should be entitled to receive a percentage of customs and duties revenues, on a departmental incentive basis. In any case, the customs should be subjected to outside inspection by expert inspectors who should be rewarded with a percentage of the corruption and lost revenues that they expose.

In the case of imports or payments abroad, invoices, which include a price of more than 5% above the list price of a product, should be rejected and assessment for the purposes of paying customs duties and other taxes should be issued at the list price.

In the case of exports or payments from abroad, invoices which include a discount of more than 25% on the list price of a product should be rejected and assessment for the purposes of paying customs duties and other taxes should be issued at the list price.

The numbers of tax inspectors should be substantially increased and their pay considerably enhanced. A departmental incentive system should be instituted involving a percentage of the intake (monetary fines levied, goods confiscated, etc.)

The computerized database system (see "Databases and Information Gathering") should be used to compare imports of raw materials for the purposes of re-export and actual exports (using invoices and customs declarations). Where there are disparities and discrepancies, severe and immediate penal actions should be taken. Anti-dumping levies and measures, fines and criminal charges should be adopted against exporters colluding with importers in hiding imported goods or reducing their value.

Often final products are imported and declared to the customs as raw materials (to minimize customs duties paid). Later these raw materials are either sold outright in the domestic or international markets or bartered for finished products (for example: paints and lacquers against furniture or sugar against chocolate). This should be a major focus of the fight against the informal economy. I follow with an analysis of two products, which are often abused in this manner.

I study two examples (white sugar and cooking oil) though virtually all raw materials and foods are subject to the aforementioned abuse.

White Sugar is often imported as brown sugar. One way to prevent this is to place sugar on the list of LB (import licence required) list, to limit the effective period of each licence issued, to connect each transaction of imported brown sugar to a transaction of export, to apply the world price of sugar to customs duties, to demand payment of customs duties in the first customs terminal, to demand a forwarder's as well as an importer's guarantee and to require a certificate of origin. The same goes for Cooking Oil (which – when it is imported packaged – is often declared as some other goods).

All payments to the customs should be made only through the ZPP. Customs and tax inspectors should inspect these receipts periodically.

All goods should be kept in the customs terminal until full payment of the customs duties, as evidenced by a ZPP receipt, is effected.

Public Campaign

The government should embark on a massive Public Relations and Information campaign. The citizens should be made to understand what is a budget, how the taxes are collected, how they are used. They should begin to view tax evaders as criminals. "He who does not pay his taxes – is stealing from you and from your children", "Why should YOU pay for HIM?" "If we all did not pay taxes- there would be no roads, bridges, schools, or hospitals" (using video to show disappearing roads, bridges, suffering patients and students without classes), "Our country is a partnership – and the tax-evader is stealing from the till (kasa)" and so on.

The phrase "Gray Economy" should be replaced by the more accurate phrases "Black Economy" or "Criminal Economy".

In this sense, it defies the dictates of "we know better" institutions such as the IMF. It fosters economic activity and employs people. It encourages labour mobility and international trade. Black economy, in short, is very positive. With the exception of illegal activities, it does everything that the official economy does - and, usually, more efficiently.

So, what is morally wrong with the black economy? The answer, in brief: it is exploitative. Other parts of the economy, which are not hidden (though would have liked to be), are penalized for their visibility. They pay taxes. Workers in a factory owned by the state or in the government service cannot avoid paying taxes. The money that the state collects from them is invested, for instance, in infrastructure (roads, phones, electricity) or used to pay for public services (education, defence, policing). The operators of the black economy enjoy these services without paying for them, without bearing the costs and worse: while others bear the costs. These encourages them, in theory to use these resources less efficiently.

And all this might be true in a highly efficient, almost ideal market economy. The emphasis is on the word "market". Unfortunately, we all live in societies which are regulated by bureaucracies which are controlled (in theory, rarely in practice) by politicians. These elites have a tendency to misuse and to abuse resources and to allocate them in an inefficient manner. Even economic theory admits that any dollar left in the hands of the private sector is much more efficiently used than the same dollar in the hands of the most honest and well meaning and well planning civil servant. Governments all over the world distort economic decisions and misallocate scarce economic resources.

Thus, if the goals are to encourage employment and economic growth - the black economy should be welcomed. This is precisely what it does and, by definition, it does so more efficiently than the government. The less tax dollars a government has - the less damage it does. This is an opinion shares by most economists in the world today. Lower tax rates are an admission of this fact and a legalization of parts of the black economy.

The black economy is especially important in times of economic hardships. Countries in transition are a private case of emerging economies which are a private case of developing countries which used to be called (in less politically correct times) "Third World Countries". They suffer from all manner of acute economic illnesses. They lost their export markets, they are technologically backward, their unemployment skyrockets, their plant and machinery are dilapidated, their infrastructure decrepit and dysfunctional, they are lethally illiquid, they become immoral societies (obligations not honoured, crime flourishes), their trade deficits and budget deficits balloon and they are conditioned to be dependent on handouts and dictates from various international financial institutions and donor countries.

Read this list again: isn't the black economy a perfect solution until the dust settles?

It enhances exports (and competitiveness through imports), it encourages technology transfers, it employs people, it invests in legitimate businesses (or is practised by them), it adds to the wealth of the nation (black marketeers are big spenders, good consumers and build real estate), it injects liquidity to an otherwise dehydrated market. Mercifully, the black economy is out of the reach of zealous missionaries such as the IMF. It goes its own way, unnoticed, unreported, unbeknownst, untamed. It doesn't pay attention to money supply targets (it is much bigger than the official money supply figure), or to macroeconomic stability goals. It plods on: doing business and helping the country to survive the double scourges of transition and Western piousness and patronizing. As long as it is there, Macedonia has a real safety net. The government is advised to turn a blind eye to it for it is a blessing in disguise.

There is one sure medicine: eliminate the population and both unemployment and inflation will be eliminated. Without the black economy, the population of Macedonia would not have survived. This lesson must be remembered as the government prepares to crack down on the only sector of the economy which is still alive and kicking.

Operational Recommendations

The implementation of these recommendations and reforms should be obliged to be GRADUAL. The informal economy is an important pressure valve for the release of social pressures, it ameliorates the social costs inherent to the period of transition and it constitutes an important part of the private sector.

As we said in the body of our report, these are the reasons for the existence of an informal economy and they should be obliged to all be tackled:

a.. High taxation level (in Macedonia, high payroll taxes);

b.. Onerous labour market regulations;

c.. Red tape and bureaucracy (which often leads to corruption);

d.. Complexity and unpredictability of the tax system.

Reporting Requirements and Transparency

a.. All banks should be obliged to report foreign exchange transactions of more than 10,000 DM (whether in one transaction or cumulatively by the same legal entity). The daily report should be submitted to the Central Bank. In extreme cases, the transactions should be investigated.

a.. All the ZPP account numbers of all the firms in Macedonia should be publicly available through the Internet and in printed form.

a.. Firms should be obliged by law to make a list of all their bank accounts available to the ZPP, to the courts and to plaintiffs in lawsuits.

a.. All citizens should be obliged to file annual, personal tax returns (universal tax returns, like in the USA). This way, discrepancies between personal tax returns and other information can lead to investigations and discoveries of tax evasion and criminal activities.

a.. All citizens should be obliged to file bi-annual declarations of personal wealth and assets (including real estate, vehicles, movables, inventory of business owned or controlled by the individual, financial assets, income from all sources, shares in companies, etc.).

a.. All retail outlets and places of business should be required to install - over a period of 3 years - cash registers with "fiscal brains". These are cash registers with an embedded chip. The chips are built to save a trail (detailed list) of all the transactions in the place of business. Tax inspectors can pick the chip at random, download its contents to the tax computers and use it to issue tax assessments. The information thus gathered can also be crossed with and compared to information from other sources (see: "Databases and Information Gathering"). This can be done only after the full implementation of the recommendations in the section titled "Databases and Information Gathering". I do not regard it as an effective measure. While it increases business costs - it is not likely to prevent cash or otherwise unreported transactions.

a.. All taxis should be equipped with taximeters, which include a printer. This should be a licencing condition.

a.. Industrial norms (for instance, the amount of sugar needed to manufacture a weight unit of chocolate, or juice) should be revamped. Norms should NOT be determined according to statements provided by the factory - but by a panel of experts. Each norm should be signed by three people, of which at least one is an expert engineer or another expert in the relevant field. Thought should be dedicated to the possibility of employing independent laboratories to determine norms and supervise them.

a.. Payments in wholesale markets should be done through a ZPP counter or branch in the wholesale market itself. Release of the goods and exiting the physical location of the wholesale market should be allowed only against presentation of a ZPP payment slip.

Reduction of Cash Transactions

a.. Cash transactions are the lifeblood of the informal economy. Their reduction and minimization is absolutely essential in the effort to contain it. One way of doing it is by issuing ZPP payment (debit) cards to businesses, firm and professionals. Use of the payment cards should be mandatory in certain business-to-business transactions.

a.. All exchange offices should be obliged to issue receipt for every cash transaction above 100 DM and to report to the Central Bank all transactions above 1000 DM. Suspicious transactions (for instance, transactions which exceed the financial wherewithal of the client involved) should be duly investigated.

a.. The government can reduce payroll taxes if the salary is not paid in cash (for instance, by a transfer to the bank account of the employee). The difference between payroll taxes collected on cash salaries and lower payroll taxes collected on noncash salaries - should be recovered by imposing a levy on all cash withdrawals from banks. The banks can withhold the tax and transfer it to the state monthly.

a.. Currently, checks issued to account-holders by banks are virtually guaranteed by the issuing banks. This transforms checks into a kind of cash and checks are used as cash in the economy. To prevent this situation, it is recommended that all checks will be payable to the beneficiary only. The account-holder will be obliged to furnish the bank with a monthly list of checks he or she issued and their details (to whom, date, etc.). Checks should be valid for 5 working days only.

a.. An obligation can be imposed to oblige businesses to effect payments only through their accounts (from account to account) or using their debit cards. Cash withdrawals should be subject to a withholding tax deducted by the bank. The same withholding tax should be applied to credits given against cash balances or to savings houses (stedilnicas). Alternatively, stedilnicas should also be obliged to deduct, collect and transfer the cash withdrawal withholding tax.

a.. In the extreme and if all other measures fail after a reasonable period of time, all foreign trade related payments should be conducted through the Central Bank. But this is really a highly irregular, emergency measure, which I do not recommend at this stage.

a.. The interest paid on cash balances and savings accounts in the banks should be increased (starting with bank reserves and deposits in the central bank).

a.. The issuance of checkbook should be made easy and convenient. Every branch should issue checkbooks. All the banks and the post office should respect and accept each other's checks.

a.. A Real Time Gross Settlement System should be established to minimize float and facilitate interbank transfers.

Government Tenders

a.. Firms competing for government tenders should be obliged to acquire a certificate from the tax authorities that they owe no back-taxes. Otherwise, they should be barred from bidding in government tenders and RFPs (Requests for Proposals).

Databases and Information Gathering

a.. Estimating the informal economy should be a priority objective of the Bureau of Statistics, which should devote considerable resources to this effort. In doing so, the Bureau of Statistics should coordinate closely with a wide variety of relevant ministries and committees that oversee various sectors of the economy.

a.. All registrars should be computerized: land, real estate, motor vehicles, share ownership, companies registration, tax filings, import and export related documentation (customs), VAT, permits and licences, records of flights abroad, ownership of mobile phones and so on. The tax authorities and the Public Revenue Office (PRO) should have unrestricted access to ALL the registers of all the registrars. Thus, they should be able to find tax evasion easily (ask for sources of wealth- how did you build this house and buy a new car if you are earning 500 DM monthly according to your tax return?).

a.. The PRO should have complete access to the computers of the ZPP and to all its computerized and non-computerized records.

a.. The computer system should constantly compare VAT records and records and statements related to other taxes in order to find discrepancies between them.

a.. Gradually, submissions of financial statements, tax returns and wealth declarations should be computerized and done even on a monthly basis (for instance, VAT statements).

a.. A system of informants and informant rewards should be established, including anonymous phone calls. Up to 10% of the intake or seizure value related to the information provided by the informant should go to the informant.

Law Enforcement

a.. Tax inspectors and customs officials should receive police powers and much higher salaries (including a percentage of tax revenues). The salaries of all tax inspectors - regardless of their original place of employment - should be equalized (of course, taking into consideration tenure, education, rank, etc.).

a.. Judges should be trained and educated in matters pertaining to the informal economy. Special courts for taxes, for instance, are a good idea (see recommendation below). Judges have to be trained in tax laws and the state tax authorities should provide BINDING opinions to entrepreneurs, businessmen and investors regarding the tax implications of their decisions and actions.

a.. It is recommended to assign tax inspectors to the public prosecutors' office to work as teams on complex or big cases.

a.. To establish an independent Financial and Tax Police with representatives from all relevant ministries but under the exclusive jurisdiction of the PRO. The remit of this Police should include all matters financial (including foreign exchange transactions, property and real estate transactions, payroll issues, etc.).

a.. Hiring and firing procedures in all the branches of the tax administration should be simplified. The number of administrative posts should be reduced and the number of tax inspectors and field agents increased.

a.. Tax arrears and especially the interest accruing thereof should be the first priority of the ZPP, before all other payments.

a.. All manufacturers and sellers of food products (including soft drinks, sweetmeats and candy, meat products, snacks) should purchase a licence from the state and be subjected to periodic and rigorous inspections.

a.. All contracts between firms should be registered in the courts and stamped to become valid. Contracts thus evidenced should be accompanied by the registration documents (registrar extract) of the contracting parties. Many "firms" doing business in Macedonia are not even legally registered.

Reforms and Amnesty

a.. A special inter-ministerial committee with MINISTER-MEMBERS and headed by the PM should be established. Its roles: to reduce bureaucracy, to suggest appropriate new legislation and to investigate corruption.

a.. Bureaucracy should be pared down drastically. The more permits, licences, tolls, fees and documents needed - the more corruption. Less power to state officials means less corruption. The One Stop Shop concept should be implemented everywhere.

a.. A general amnesty should be declared. Citizens declaring their illegal wealth should be pardoned BY LAW and either not taxed or taxed at a low rate once and forever on the hitherto undeclared wealth.

The Tax Code

a.. To impose a VAT system. VAT is one the best instruments against the informal economy because it tracks the production process throughout a chain of value added suppliers and manufacturers.

a.. The Tax code needs to be simplified. Emphasis should be placed on VAT, consumption taxes, customs and excise taxes, fees and duties. To restore progressivity, the government should directly compensate the poor for the excess relative burden.

a.. After revising the tax code in a major way, the government should declare a moratorium on any further changes for at least four years.

a.. The self-employed and people whose main employment is directorship in companies should be given the choice between paying a fixed % of the market value of their assets (including financial assets) or income tax.

a.. All property rental contracts should be registered with the courts. Lack of registration in the courts and payment of a stamp tax should render the contract invalid. The courts should be allowed to evidence and stamp a contract only after it carries the stamp of the Public Revenue Office (PRO). The PRO should register the contract and issue an immediate tax assessment. Contracts, which are for less than 75% of the market prices, should be subject to tax assessment at market prices. Market prices should be determined as the moving average of the last 100 rental contracts from the same region registered by the PRO.

a.. Filing of tax returns - including for the self-employed - should be only with the PRO and not with any other body (such as the ZPP).

Legal Issues

a.. The burden of proof in tax court cases should shift from the tax authorities to the person or firm assessed.

a.. Special tax courts should be established within the existing courts. They should be staffed by specifically trained judges. Their decisions should be appealed to the Supreme Court. They should render their decisions within 180 days. All other juridical and appeal instances should be cancelled - except for an appeal instance within the PRO. Thus, the process of tax collection should be greatly simplified. A tax assessment should be issued by the tax authorities, appealed internally (within the PRO), taken to a tax court session (by a plaintiff) and, finally, appealed to the Supreme Court (in very rare cases).

a.. The law should allow for greater fines, prison terms and for the speedier and longer closure of delinquent businesses.

a.. Seizure and sale procedures should be specified in all the tax laws and not merely by way of reference to the Income Tax Law. Enforcement provisions should be incorporated in all the tax laws.

a.. To amend the Law on Tax Administration, the Law on Personal Income Tax and the Law on Profits Tax as per the recommendations of the IRS experts (1997-9).

Customs and Duties

a.. Ideally, the customs service should be put under foreign contract managers. If this is politically too sensitive, the customs personnel should be entitled to receive a percentage of customs and duties revenues, on a departmental incentive basis. In any case, the customs should be subjected to outside inspection by expert inspectors who should be rewarded with a percentage of the corruption and lost revenues that they expose.

a.. In the case of imports or payments abroad, invoices, which include a price of more than 5% above the list price of a product, should be rejected and assessment for the purposes of paying customs duties and other taxes should be issued at the list price.

a.. In the case of exports or payments from abroad, invoices which include a discount of more than 25% on the list price of a product should be rejected and assessment for the purposes of paying customs duties and other taxes should be issued at the list price.

a.. The numbers of tax inspectors should be substantially increased and their pay considerably enhanced. A departmental incentive system should be instituted involving a percentage of the intake (monetary fines levied, goods confiscated, etc.).

a.. The computerized database system (see "Databases and Information Gathering") should be used to compare imports of raw materials for the purposes of re-export and actual exports (using invoices and customs declarations). Where there are disparities and discrepancies, severe and immediate penal actions should be taken. Anti-dumping levies and measures, fines and criminal charges should be adopted against exporters colluding with importers in hiding imported goods or reducing their value.

a.. Often final products are imported and declared to the customs as raw materials (to minimize customs duties paid). Later these raw materials are either sold outright in the domestic or international markets or bartered for finished products (for example: paints and lacquers against furniture or sugar against chocolate). This should be a major focus of the fight against the informal economy. I follow with an analysis of two products, which are often abused in this manner.

a.. I study two examples (white sugar and cooking oil) though virtually all raw materials and foods are subject to the aforementioned abuse.

a.. White Sugar is often imported as brown sugar. One way to prevent this is to place sugar on the list of LB (import licence required) list, to limit the effective period of each licence issued, to connect each transaction of imported brown sugar to a transaction of export, to apply the world price of sugar to customs duties, to demand payment of customs duties in the first customs terminal, to demand a forwarder's as well as an importer's guarantee and to require a certificate of origin. The same goes for Cooking Oil (which - when it is imported packaged - is often declared as some other goods).

a.. All payments to the customs should be made only through the ZPP. Customs and tax inspectors should inspect these receipts periodically.

a.. All goods should be kept in the customs terminal until full payment of the customs duties, as evidenced by a ZPP receipt, is effected.

Public Campaign

a.. The government should embark on a massive Public Relations and Information campaign. The citizens should be made to understand what is a budget, how the taxes are collected, how they are used. They should begin to view tax evaders as criminals. "He who does not pay his taxes - is stealing from you and from your children", "Why should YOU pay for HIM?" "If we all did not pay taxes- there would be no roads, bridges, schools, or hospitals" (using video to show disappearing roads, bridges, suffering patients and students without classes), "Our country is a partnership - and the tax-evader is stealing from the till (kasa)" and so on.

a.. The phrase "Gray Economy" should be replaced by the more accurate phrases "Black Economy" or "Criminal Economy".
